Toco Hill Commons
On May 25, 2004, the DeKalb County Board of Commissioners (BOC)
approved another deferral of the rezoning hearing for the remaining residential property in Toco HIll shopping center.
Action on the
application for rezoning has been deferred at the request of the
applicant seven times by the BOC
since November 2003. The
Planning Department's staff recommendation for this property is for
approval of rezoning from R-85 to C-1 with the following conditions:
- Use of the property for offices, financial institutions, retail,
or restaurant.
- Access from LaVista Road to be approved by Ga DOT and Public
Works.
- Any other access points from existing drives to be approved by
Public Works.
- Current code landscaping requirements to be in effect as well as
the tree ordinance.
The application was deferred from 11/24/03, 12/23/03, 1/27/04,
2/10/04, 3/9/04, 4/27/04, and 5/25/04 for public hearing.

On April 27, 2004, the DeKalb County Board of Commissioners deferred for
another 30 days hearing the rezoning request for the remaining
residential property in the Toco Hill Shopping Center. The owners of
the property requested the deferral in order to allow additional time
for DeKalb County to negotiate an alternate use of the property for a
park.

On September 23, 2003, the DeKalb County Board of Commissioners approved a
60-day deferral for the Toco Hill rezoning proposal, at the request of
the bank which is planning to lease the property on LaVista Road. On
September 9, the DeKalb County Planning Commission had also deferred hearing the
rezoning proposal for 60 days, at the request of the bank. |
At a meeting with one of the Toco Hill property owners, neighborhood representatives presented the vision for a park in the location the owners have been planning to develop for lease to a bank.
DeKalb County Greenspace coordinator, Tina Arbes, has been researching a land lease
option for the owners to lease the property to the County for a park and
Commissioner Gale Walldorff has been assisting in the efforts to save this greenspace from development.

On Tuesday, July 22, 2003, the DeKalb County Board of
Commissioners voted to defer a request to rezone the property
surrounded by the Toco Hill shopping center from residential to
commercial use. The DeKalb County Planning Commission recommended the
60-day deferral. Click the

The July 13, 2003 rally for the development of a park in Toco
Hill was well-attended by area residents and representatives of the
Merry Hills Homeowners Association, North Druid Hills Residents
Association, LaVista Acres Civic Association, Beechcliff Homeowners
